U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is sanctioning Dimitri Herard (Herard) for his support to the Haitian gang coalition, Viv Ansanm
The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has announced new sanctions against two key Haitian gang figures — Dimitri Herard and Kempes Sanon — for their support of the violent gang coalition Viv Ansanm, which Washington has formally designated as a global terrorist organization.
Herard, a former Haitian police officer implicated in the 2021 assassination of Haitian President Jovenel Moïse, and Sanon, the leader of the Bel Air gang, now face sweeping financial restrictions under Executive Order 13224 — the United States’ principal counterterrorism sanctions authority.
“Today’s action underscores the critical role of gang leaders and facilitators like Herard and Sanon, whose support enables Viv Ansanm’s campaign of violence, extortion, and terrorism in Haiti,” said OFAC Director Bradley T. Smith. “The United States is committed to holding accountable the violent terrorist gangs that endanger the Haitian people.”
The designation follows the U.S. Department of State’s May 2, 2025, decision to formally list Viv Ansanm as a Specially Designated Global Terrorist (SDGT) organization and a Foreign Terrorist Organization (FTO).
Profiles of the Designated Individuals
Dimitri Herard — A former police officer who was imprisoned by Haitian authorities for his suspected role in the 2021 presidential assassination. Since escaping custody in 2024, he has reportedly trained and armed Viv Ansanm-affiliated gangs, supporting coordinated attacks on state institutions.
Kempes Sanon — The current head of the Bel Air gang, one of Viv Ansanm’s principal factions. Sanon has allegedly overseen civilian killings, extortion, illegal taxation, and kidnappings as part of the group’s escalating consolidation of power.
OFAC said both men materially assisted and provided direct operational support to Viv Ansanm — prompting today’s targeted designation.

U.S. Immigration and Customs Enforcement (ICE) and federal law enforcement partners arrested 1,406 individuals unlawfully present in the United States during a weeks-long enforcement surge across Massachusetts in September, the agency announced.
The coordinated operation — known as Patriot 2.0 — was conducted from Sept. 4 to Sept. 30 and involved officers from ICE Enforcement and Removal Operations (ERO) Boston, ICE Homeland Security Investigations (HSI) New England, and partner agencies including the FBI, U.S. Customs and Border Protection, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, the U.S. Department of State’s Diplomatic Security Service, and the U.S. Marshals Service.
According to ICE, more than 600 of those arrested had significant criminal convictions or pending criminal charges in the United States, or were wanted by foreign authorities. Some were linked to transnational criminal organizations operating in Massachusetts, including MS-13, Tren de Aragua, Trinitarios, and 18th Street, the agency said.
Three of the individuals arrested were identified as known or suspected terrorists, ICE confirmed.

The Federal Highway Administration (FHWA) has directed the New York City Department of Transportation (NYCDOT) to pause all work on the planned 34th Street busway, citing unresolved concerns over access for trucks, commercial deliveries, and emergency responders along one of Manhattan’s most critical east–west corridors.
The request — confirmed today by FHWA Administrator Sean McMaster — marks the second formal notice sent to NYCDOT questioning whether the project meets National Highway System (NHS) standards and federal accessibility mandates.

The measures – collectively known as the Law Enforcement and Crime Victims Support Package (S. Amdt. 3272) – reflect core priorities raised by FLEOA during National Police Week 2025 and represent a significant policy victory for officers at the federal, state, and local levels.
“This outcome is the direct result of unwavering commitment and sustained effort by FLEOA,” said FLEOA National President Mat Silverman. “These measures are not just legislative wins – they are concrete improvements that will impact the day-to-day lives and long-term welfare of our members and all law enforcement professionals.”
