U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) Philadelphia, in collaboration with several federal law enforcement agencies, conducted a significant inspection at the Five 10 Flats apartment complex located at 510 East 3rd Street. The operation resulted in the administrative arrest of 17 individuals for immigration violations while they were working at the site, which is currently undergoing restoration.
During the inspection, officials encountered a diverse group of workers, including 13 citizens from Venezuela, two from Mexico, one from Ecuador, and one from Nicaragua. These individuals were found to be working at the property, which is managed by a subcontractor and is not currently occupied by tenants.
“Ensuring worksite compliance is a fundamental responsibility of Homeland Security Investigations,” stated Edward V. Owens, Special Agent in Charge of HSI Philadelphia. Owens emphasized the commitment to protecting public safety, upholding national security, and maintaining economic stability. He remarked that such inspections are pivotal in addressing illegal employment practices that not only undermine American workers but also jeopardize critical infrastructure.
The operation involved collaboration with various federal agencies, including Enforcement and Removal Operations Philadelphia, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, the Internal Revenue Service, and the Federal Bureau of Investigation.
HSI is responsible for ensuring that businesses comply with federal employment eligibility requirements. The agency conducts comprehensive worksite enforcement initiatives targeting employers who violate these laws. Individuals found in violation of U.S. immigration laws may face arrest, detention, and possible removal from the United States if subject to a final order.
